Employers do seem to be requiring social media "participation" from employees. It's an area of employment law that needs defining in a big way. You can ask about the camera, but your employer might have an expectation of personal phone/Instagram use as a part of the job. In fact, they shouldn't even ask about that on the application. Just do the usual background check, interview, and reference checks as they normally do and leave social media out of it. The same goes for working on the job. Sure they can invite people to join social media for work purposes, and if the employee agrees to create one, fine.
